45 million people, one weather system, zero cost line item

A heat dome will push highs to 115F across the south-west. Cooling centers exist. The budget for them doesn’t.

A heat dome settling over the south-western United States will push daytime highs to 110-115F (43-46C) through early September, according to the National Weather Service. More than 45 million people sit under its forecast area. The agency calls this Extreme HeatRisk — its highest category, reserved for temperatures that injure people who cannot cool down.

The mechanism is mechanical, not metaphorical. A strong upper-level ridge of high pressure has anchored itself across the south-west and south-central US, the NWS said in its short-range forecast discussion. That ridge traps hot air at ground level and blocks cooler air from moving in. Temperatures rise and stay risen. Overnight lows, the usual relief valve, are offering little this time — meaning bodies get less time to recover before the next day's peak arrives.

Los Angeles is among the cities that announced access to cooling centers during the event — public buildings, libraries and community centers kept open and air-conditioned as shelter. That is the visible response. The invisible one is the cost of running air conditioning at scale for days at a time, borne by whichever municipal budget line covers utilities for public facilities, and increasingly by households running units they cannot easily afford to run continuously.

The NWS advice is specific: limit outdoor activity, hydrate, wear light clothing, check on older adults and children. It also repeats a warning that reads clinically until you convert it. No Heat Stroke, an organization that tracks the deaths, recorded 34 children who died in hot cars in the US in 2025, with cases running as late as December in parts of the south. That is not a summer-only statistic anymore.

Heat domes are not new. Their arithmetic is getting worse.

The physical setup — a ridge of high pressure parking over a region — has produced heatwaves for as long as meteorologists have tracked them. What has changed is frequency and severity, not the mechanism itself. The Proceedings of the National Academy of Sciences states that climate change is increasing both how often these events occur in the mid-latitudes of the Northern Hemisphere and how extreme they get when they do, alongside heavier precipitation, longer droughts and larger wildfires.

The current event is not isolated. The NWS forecast area extends from Texas to California, with monsoonal moisture bringing thunderstorms to the south-west, the Rocky Mountains and the plains at the same time. Humidity compounds heat risk rather than easing it: moist air makes it harder for the body to shed heat through sweat, so the same temperature reading carries a higher physiological cost. Multiple heat domes are also affecting parts of Europe simultaneously, researchers note — a pattern, not a coincidence confined to one continent.

The forecast has a health category. Nobody has priced the response.

Here is the gap the story does not spell out. The NWS assigns this event its highest risk tier and issues detailed guidance — hydration, shade, checking on vulnerable neighbors. What it does not do, because it is a weather agency and not a budget office, is say who funds the response infrastructure that guidance assumes exists: cooling centers with enough capacity, staff to run wellness checks, utility subsidies for households running air conditioning around the clock.

Whether that budget scales with the frequency of these events — arriving now in August, September, and increasingly outside the traditional summer window — is a separate question the forecast itself never asks. The NWS measures degrees. Nobody in this cluster measures dollars per resident per heat event.

The honest question this leaves open

Extreme heat kills quietly and disproportionately — older adults, outdoor workers, people without reliable air conditioning, children left in vehicles. The open question is not whether heat domes will keep intensifying; the PNAS research says they will. It is whether municipal and household budgets for cooling access grow at the same rate as the risk category the weather service assigns them. Right now, one is measured in Fahrenheit and updated hourly. The other is not measured publicly at all.

What temperature counts as dangerous? The NWS Extreme HeatRisk category applies broadly to highs of 100-110F across the Southern Plains and up to 115F in parts of the south-west, especially with limited overnight cooling.
